Why isn't Sam from Lord of the Rings made out to be the true hero?

I don't understand, if it weren't for golum or sam he would've kept the ring all to himself. Frodo is known to be the hero, but who is it really? Sam got the ring from Frodo when he was taken by the orcs, and he also helped him all the way throughout the movie to get him to destory the ring.Why isn't Sam from Lord of the Rings made out to be the true hero?
Many people do consider Sam to be the true hero and the main character, based both on his deeds and on the structure of the story. Sam is the only character who is present from almost the very beginning, until the very end.Why isn't Sam from Lord of the Rings made out to be the true hero?
You are correct but their is recognition of this in a scene where Frodo tells Sam how he could not have completed the journey without him and that he is the truly brave one. I cannot remember the exact words spoken between them in the scene.
Sam is pointed out to be the Hero, because in the end Frodo dies(figuratively) and Sam lives on to realize his goals
