Several factors: (S)he is a leader, not a follower; anyone can follow. (S)he is right, not just a noisy advocate for erroneous views. (S)he is mostly solitary, taking an unpopular stand without much support from others. (S)he is determined, not backing away in the face of opposition. Winning is not part of this, since many heroes do not find themselves on the winning side.
